He currently serves as QS Manager at TCO Construction in Cambodia, where he leads the QS & Cost Control function for major infrastructure and building projects.
His professional experience covers the complete project lifecycle, from tendering, estimating and procurement through contract administration, cost control, variations, claims, payments and final accounts. His core expertise includes contract administration, commercial management, FIDIC and international contract conditions, cost planning, procurement, subcontract management, value engineering and commercial risk management.

Dilshad brings experience from a wide range of construction environments and project types.
His international project exposure includes London Heathrow Airport Terminal 2A, Royal Opera House, New Liverpool Football Club, Forth Valley Acute Hospital and Brighton Marina in the UK, as well as major developments in the UAE, Saudi Arabia, Australia, India and Cambodia.
In Cambodia, his project experience includes roads, water treatment plants, wastewater facilities, schools, hospitals, irrigation projects, water-supply projects, buildings, jetties and other national infrastructure projects.
This breadth of experience allows him to bring perspectives from contractor, quantity surveying, cost management, contracts and commercial management into his training.

Professional Leadership
In his current role, Dilshad leads a QS & Cost Control Department and develops commercial systems, SOPs and frameworks for project teams. He is involved in cost estimation, budgeting, forecasting, contract administration, variations, claims, procurement, subcontractor management, final accounts and commercial risk analysis.
He also has previous leadership experience managing teams of Quantity Surveyors, including a team of 17 QS professionals at Laing O'Rourke Technical Services and a 15-person QS team at NCC Limited on the Lucknow International Airport T3 project.

Dilshad is also the Founder and Creator of Cambodia Construction Talk (CCT), an initiative focused on knowledge sharing and professional engagement within the construction industry.
